“Welcome to city 17.” He says on the breencast

"Welcome back, citizens of City 17," Breen's voice booms through the loudspeakers. "I hope you're all enjoying the peace and stability that our benefactors, the Combine, have brought to our beloved city."

<As you walk, you notice the streets are eerily quiet except for the occasional hum of Combine Synths patrolling>

"We must never forget that it was through my negotiations with the Combine that we were able to prevent the extinction of humanity. Together with our benefactors, we will continue to make great strides in the fields of science and medicine for the betterment of mankind."

<You see a group of citizens scurrying on the opposite end of the street, avoiding contact with any visible security.>

"So remember, citizens, report any signs of anti-citizen activity to your local Overwatch authority, and together we can maintain the

"Attention, this is a Civil Protection raid," Breen's voice booms from the loudspeakers as Gordon climbs over the fence and enters the apartment complex. "We have received reports of illegal activities in this area. Please remain calm and cooperate with Overwatch personnel."

<As Gordon enters the complex, he hears the sound of doors being kicked in and civilians screaming in terror. The hallway is dark, with only flickering red emergency lights and flashes of gunfire illuminating the way.>

"Remember, if you see any suspicious activity, report it to the nearest overwatch outpost immediately. Failure to do so will result in severe consequences."

<You hear footsteps echo down the hallway and the lights flicker on momentarily, revealing several Combine soldiers approaching. They seem unaware of your presence as they continue down the hallway.>

"Attention, intruder detected in the building," Breen's voice booms through the loudspeakers as Gordon runs up the staircase, gaining the attention of the Civil Protection forces. "All Overwatch personnel are instructed to capture the intruder and issue a code red alert."

<As you run up the staircase, you hear the echoes of Civil Protection soldiers' footsteps and shouts from various floors below.>

"I urge all citizens to remain in their homes and not to interfere with Overwatch personnel as they carry out their duties. Remember, your safety is our top priority."

<You burst through a door and come face to face with several heavily armed Civil Protection soldiers, their weapons trained on you.>

"You won't get away with this," Breen's voice booms through the loudspeakers as Gordon dodges the heavily armed Civil Protection soldiers and races towards the roof. "All Overwatch units converge on the intruder and apprehend him at all costs."

<As you run up to the rooftop, you notice that the door is blocked by a black citizen who seems to be trying to keep the Combine forces away.>

"This is a violation of the law, citizen. You are interfering with Overwatch operations and I demand that you step aside immediately."

<You manage to squeeze past the citizen and begin walking across the rooftop, your sights set on the second apartment. However, you hear the sound of helicopters overhead and recognize that you are quickly running out of time.>

"As I suspected, the intruder is attempting to flee," Breen's voice booms from the loudspeakers as you hop into the window and run down the hallway of the second apartment. "All Overwatch units are instructed to pursue the intruder and apprehend him before he can escape."

<As you run down the hallway, the doors in front and behind you close suspiciously, trapping you in between them.>

"Remember, citizens, any interference with Overwatch personnel or operations is against the law and will be met with severe consequences."

<You hear the sounds of Civil Protection soldiers closing in on your location, the echoes of their footsteps growing louder with each passing moment.>

<You quickly spin around, your heart racing with adrenaline, as you hear the footsteps of Civil Protection soldiers closing in on you from the back door.>

"Stop right there!" one of them commands, his weapon trained on you. "You are under arrest for obstructing Overwatch operations."

<As they close in on you, you notice that the expression on their faces seems to be one of grim determination. You can tell that they have no intention of letting you go without a fight.>

"Resistance is futile," Breen's voice booms through the loudspeakers. "I suggest you surrender peacefully and avoid any further violence."

<You quickly turn towards the front door and try to make a run for it, but you hear the sound of even more Civil Protection forces approaching from the second door.>

"There's no escape, intruder!" one of them shouts, his weapon trained on you.

"Stand down and surrender immediately," commands another.

"Resistance is futile," Breen's voice echoes through the loudspeakers once again. "Surrender now and avoid any further violence."
